[Isocops] IBEX Orbit # 172 and #173 Ibex_Lo Commands

Hi Chelle,

I approve the STF for IBEX-lo. But, I would propose to leave one or two
minutes between ramping the PAC and ramping the MCP up/down. This would
allow the PAC voltage/current to settle. This is a suggestion, no condition.
