[Isocops] IBEX Orbit# 178 IBEX_Lo ATS (31 Aug 12 - 9 Sept 12)

I approve IBEX_2012_244_o0178a_Lo_Commands_v001.scr. 
 
It includes all necessary Lo commanding from the macros (including reissuing the Moon in Lo FOV commands after the apogee ascending commands). It also fits appropriately within the timeline in the already uploaded orbit 178 CEU, Hi & SCB commands.

    Here are the planning files and ATS for IBEX_LO Commands for Orbit# 178.
Approvals/comments are required before 29 Aug 12 @2000 UTC
The commands will be uploaded during one of the four Orbit# 177 Perigee Contacts

Please note the following:
1. All Soft Constraint Violations are generated because only IBEX_Lo commands were used to generate the ATS
2. Orbit# 178 ATS with BUS, IBEX_Hi and Inertial MAneuver Commands are loaded onboard the spacecract
