[Isocops] Lo-only ATS Command Approval Checklist

Hello,
 
Attached is the new command approval checklist for the IBEX-Lo commanding ATSs. The purpose is to make sure all of the needed commands are there, they have the right timing wrt the Hi commanding already uploaded, and the PAC voltage is set appropriately for the orbit.
 
Please review and send back comments/suggestions. We will start using this checklist for the orbit 179 Lo-only ATS. This will continue through Lo special operations. (Edited from Rev 9a of the standard CAC.)
