[premise-users] Premise reboot at 3:30pm Tuesday 12/19

The Premise head node has a number of locked up NFS mounts that are
currently increasing load on the system.

We believe a quick reboot of the head node will resolve the current
problems and NOT affect running jobs on the nodes.

As it is remotely possible that running jobs could be affected so we
feel it's better to be proactive and get it resolved quickly so effects
may be dealt with early.
