[Isocops] IBEX Orbit #595 ATS Approval (19 - 27 Jan 2023) - v002 approval

All,

I have looked at

IBEX_2023_018_o0595a_v002.scr

and I approve.

The only difference between the v001 and v002 ATS is the absence of the
battery cell balancing commands in v002.

I've attached an updated version of the Command Approval Checklist.

Everything in the v001 approval email stands except we aren't doing battery
cell balancing.
