[Isocops] IBEX Goat Herder for 27 & 28 April, 2023

All,
   The perigee contacts were nominal. The inertial maneuver was successful. The star tracker was at 74% valid at the time of the maneuver. We dumped the SSR during both contacts. The master timer was reset. During the contacts we executed commands to check some star tracker parameters.
