[Isocops] IBEX Orbit #592 ATS Approval (23 Dec 2022 – 01 Jan 2023)

I approve IBEX_2022_356_o0592a_v001.scr.

The .scr file still needs to be posted to the NG server. Because of 
this, the Merged ATS file does not include orbit 592 yet. However, there 
is no overlap with orbit 591 commanding.
