[Isocops] [Not Virus Scanned] IBEX Orbit #517 ATS Approval (7 – 16 Feb 21)

I approve IBEX_2021_038_o0517a_BUS_v001.scr and IBEX_2021_038_o0517a_INST_v001.scr

I note that the 18 day timer reset time tag executes towards the end of tonight's first perigee contact rather than during the usual second perigee contact. So IBEX_2021_038_o0517a_BUS_v001.scr should be uplinked before the 2021/01:29:02:15:00 UTC time tag execution time.
