[Isocops] IBEX Orbit #503 ATS Approval ( 4 Oct 20 13 Oct 20)

I approve IBEX_2020_278_o0503a_BUS_v002.scr for uplink during today's apogee contact.

I approve IBEX_2020_278_o0503a_INST_v001.scr for uplink when there’s space to store the 46 commands onboard. Today too?

Two orbit 503 INST commands (Science State and Lo Science Mode Normal ) overlap with orbit 502 BUS (Tx commands) commands. But that’s ok.
