[Isocops] IBEX Orbit #475 ATS Approval ( 23 Jan - 2 Feb 2020 )

I approve IBEX_2020_023_o0475a_v001.scr

However, the IBX-CLC-006 violation messages triggered by the proximity of SSC contacts at the end of orbit 474 and beginning of orbit 475 have incorrect information about Tx on times. This needs to be investigated. The actual Tx operations are ok although the Tx temp will need to be monitored closely during the second contact.
