[Isocops] IBEX ORbit# 375 ATS Approval (27 Jul 17 - 5 Aug 17)

I approve IBEX_2017_208_o0375a_pre_eclipse_v001.scr. Note that for the final pre-eclipse contact, theTx off time in ATS is 25 minutes before eclipse entry i.e., less than the 30 minute guideline. However, it will most likely be switched off by realtime command before then.

I also approve IBEX_2017_208_o0375a_post_eclipse_v002.scr. Note that this ATS will NOT be uplinked to the IBEX spacecraft until August 3 during one of the reconfiguration contacts after the eclipse.

I have broken the ATS into two parts .

V001 ATS is Pre-Eclipse and V002 is Post-Eclipse
