[Isocops] IBEX Orbit# 302 ATS Approval (3 - 12 Oct, 2015)

I approve the Orbit 302 ATS. I did have one question however. There are 6
setdownlink commands in the scr file but only 5 contacts in the
contacts.txt file. Why aren't there 6 contacts listed?
