[Isocops] IBEX Orbit# 265 ATS (30 Oct 14 - 8 Nov 14) - v001 approval

All,
I have looked at the orbit 265 ATS,
IBEX_2014_303_o0265a_v001.scr,
and I approve.
There are no constraint violations in
IBEX_2014_303_o0265a_v001.ccvr.
The PL commands in the v001 ATS match those in the v002 STF,
IBEX_2014_303_o0265a_v002.stf.
Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF,
IBEX_2014_303_o0265a_v001.oef,
and as verified with ibex_orbit.
There are three star tracker outages. The first starts about 10 hours after orbit 264 perigee and ends about 10 hours later. The second starts about 2 days before apogee and ends 9+ hours before apogee (delaying the apogee maneuver). The third starts about a 1/2 hour after 14 Re descending and ends about 19 hours later. Some despinning may be required due to these outages.
There are no moon in Lo FOV sessions.
The ground station command sequences are correct and the timing and bit rates match those in the contacts file,
IBEX_Orbit265Contacts.txt,
for all contacts (3).
We are doing battery cell balancing this orbit and the balancing commands are correct and offset by enough time from other commands.
The inertial maneuver at perigee of orbit 264 left us pointing in safe directions for the orbit 265 arc A ascending and descending sequences:
