The STF generation software only references the forecast OEF for apogee maneuvers. So it has no knowledge of delayed perigee maneuvers.

Ken, Why does the transition to Housekeeping occur 30 minutes before 14 Re descending in this orbit? The maneuver is not until 13 Re descending so the state transition can occur at 14 Re and still keep the 1 hour minimum before the burn.
