Nigel, 

The commands in the ATS would be propagated from the STF. The commands aren't in the STF so they aren't in the ATS. Commands are not generated for sessions shorter than a threshold length. It looks like that happened in this case - although I thought a comment line to that effect was normally put in the STF.

In the OEF, I see a short period on 7/14/13 when the Moon is in the Lo field of view: 2013-07-14, 06:58:39 - 08:08:47. There are no corresponding commands in the ATS. I assume that's because of the small Moon in Lo FOV timing differences between the systems generating the two files. Tim, can you confirm my assumption please?
