There is a minimum threshold below which it is not worth changing the
gain. Ken can confirm the threshold but I think it is something like
12h.

I went back to the STF file to see if there were any notes regarding the
moon in Lo FOV. I didn't see anything. It could be like you said the
timing difference between the MOC  and the ISOC products. That seems to
be the case from previous orbits. Someone from the ISOC could confirm
this.

In the OEF, I see a short period on 7/14/13 when the Moon is in the Lo
field of view: 2013-07-14, 06:58:39 - 08:08:47. There are no
corresponding commands in the ATS. I assume that's because of the small
Moon in Lo FOV timing differences between the systems generating the two
files. Tim, can you confirm my assumption please?
