  Please review v002 of the IBEX_Lo commands for ORbit# 179

The following commands were changed to a value of (0) as per IBEX_Lo.
The two commands are found within the ascending IBEX_Lo sections of the 
ATS

# @CEU_SET_PARAMETER 2, TLM_RATE_SOH_LO $TIME=2012/09:09:22:22:22 
# @CEU_SET_PARAMETER 2, TLM_RATE_SOH_LO $TIME=2012/09:13:17:55:34

The commands will be uploaded during one of the first two Orbit# 178

1. All Soft Constraint Violations are generated because only IBEX_Lo 
commands were used to generate the ATS
2. Orbit# 179 ATS with BUS, IBEX_Hi and Inertial Maneuver Commands are 
loaded onboard the spacecract
