[Isocops] IBEX Orbit# 179 IBEX_Lo ATS v002 (9 Sept 12 - 18 Sept 12)

All,
	diff shows the only changes are filename and -LO telemetry 
rate commands changed from 2 to 0 as indicated. I approve v002.
