[Isocops] IBEX Orbit # 172 and #173 Ibex_Lo Commands

Approvals needed by 5pm EDT today. MOC, ISOC (Ken), Lo, Hi, CEU. Since this was a manual STF generation I want many eyes on it, in case anything was overlooked in the STF approval phase.

    Here are the command loads for IBEX_Lo during Orbits #172 and #173
 
The errors contained with the CCVR's are normal because we did not build a complete command load.
The Lo commands were built using OEF files from the corresponding Orbits.
