[Isocops] IBEX Orbit# 176 IBEX_Lo Star Sensor Version 2

Hi Tim,
 
I checked the original STF and the ASCENDING command is in there. Was it an MPS error that dropped the command?

    Here are the files for the Lo Star Sensor turn on in Orbit# 176 
The ATS will be uploaded on 12 Aug 12 @0000 UTC 
All approvals/comments are required before 10 Aug 12 @ 1800 UTC 
  
Please note the following constraints. 
The constraint violations are generated because we are not using a FULL STF file to generate the IBEX_LO commands. 
I have commented out the maneuver commands.
