[Isocops] New ISOC Development Machine

Hi All ISOC Developers

The new development version of the ISOC software is 5.1 and the operational
software is 5.0. These versions are operational on the Boulder SwRI SOC, 

	ibexsoc.boulder.swri.edu. 

Please use this machine for new development. 

Eventually, after we have had time to test and refine the new software, 
we will return to using ena.unh.edu. Until that time, please continue 
using the Boulder machine,
