I had asked about the Housekeeping timing too Tim!

The ISOC SW looks has 2 rules for the transition to Housekeeping : 1) 1h
prior to a maneuver, 2) At 10Re desc.

When the maneuver happens at the beginning of the maneuver window (10Re +
30 min) in order to comply with #1 the transition to housekeeping must be
1h prior to the maneuver (10Re - 30min).

So we should expect to see this for all orbits where the perigee maneuver
can be done at the start of the maneuver window.

All,
   I have a couple comments for the sign off. Battery Cell Balancing Cycle
   7 is to close to the beginning of the science cycle. 10re Cmd check
   (House Keeping Mode) is ~32 minutes prior to 10re Desc crossing.
