[Isocops] Standing CAR : Delete ASCENDING Commands

ISOC, Tim, Sheral, Robert - please comment/approve.
 
Attached is a standing CAR to follow upon payload request to delete ASCENDING commands. The order of deletion is important for these commands so a standing CAR was created.
 
The next potential opportunity for use of this CAR is 8/14 orbit 135 perigee : if the sun precession maneuver does not execute as commanded the ASCENDING commands will need to be deleted according to the contingency plans in Ops-Weekly-110725.
