[Isocops] IBEX APL Contact Change 19 Nov 10

[Ibex Mission Operations]

Guys,
     Due to the changing antenna null predictions, I have changed the APL
contact on 19 Nov 10.
I have included the Margin Link test into the V003 ats that will be uploaded
during the contact tonight.
I will delete the on command from the previous APL contact
