[Crater-team] LRO to resume 100% of normal operations

CRaTER folks,

Goddard plans to return to full operations, including all slews, on 
December 6.  The ops team found nothing unusual in any of the 
instruments or spacecraft systems, so they're assuming for now that is 
was a Single Event Upset.  In other words, it was a nominal anomaly.
