[Wsag-modelers] New version of GHAAS available on Merrimack

Hi all,

I upgraded the version of GHAAS (Global Hydrological Archive and 
Analysis System) on the WSAG server 'Merrimack' this morning.

There were two reasons for this upgrade:

1) Balazs discovered a significant problem in the FrAMES model spin-up 
code. This problem has been fixed in this version of the code.

2) Balazs has incorporated the ability to work with Netcdf files in this 
version. This is still a work in progress and not all functionality has 
been implemented as of yet. See me for details.
