Any idea why they are so different?

The outage timing in the forecast OEF and per-orbit OEF are very different. The maneuver time is more consistent
August 2, 2024 at 09:43The apogee maneuver window opens at 2024-08-16T18:18:15 but the maneuver doesn't start until 2024-08-17T07:46:10 even there's no star tracker outage. Why is that?
