[Isocops] IBEX Orbit #650 ATS Approval (June 02 - 10, 2024)

I approve IBEX_2024_153_o0650a_v001.scr. Ken and Ryan have also checked 
the unexpected battery charge constraint violation and there is 
definitely no eclipse taking place then since the Sun and Earth vectors 
are close to 90 deg apart. We have seen odd battery charge constraint 
violation values in the past so the consensus is that this is a modeling 
error.
