[Isocops] IBEX Orbit #623 ATS Approval ( Sept 30 – Oct 09, 2023)

I approve IBEX_2023_272_o0623a_v001.scr

Note that the merged ATS needs to be cleaned up because it contains 
commands from both IBEX_2023_246_o0622a_v001.scr and 
IBEX_2023_264_o0622a_v001.scr from the last orbit.
