[Isocops] IBEX Orbit623 Version 2 ATS (replace perigee maneuver)

All,

I approve.  The commands that will have already been executed either do not
appear or are commented out.  The timing of the descending sequence and the
battery cell balancing commands is the same as in v001.  The perigee
inertial maneuver has been replaced with a sun precession maneuver.
