Since we're including battery balancing in this orbit, I suggest 
skipping it in orbits 617 and 619 to maintain our battery balancing 2 
out of 3 orbit average frequency over the 611-619 orbit period i.e.

611: yes, 612: yes, 613: yes
614: no, 615: yes, 616: yes
617: no, 618: yes, 619: no
620: yes, 621: yes, 622: no
623: yes, 624: yes, 625: no
...
