[Isocops] IBEX Goat Herder for 24 Feb 23

All,
   This morning we had 2 USAK01 contacts that were successful for TLM. Originally the contacts were scheduled for 11:30 - 12:00 GMT and for 13:00 - 13:30 GMT. SSC was able to give use additional time between the 2 contacts. So, the new times for this mornings contacts is the following 11:30 - 12:00 and 12:10 - 13:30 GMT. This should give us some additional tracking data. A special thanks To Doug Hughes and the SSC team for the additional support time and overall support they have given us during anomaly period.
