[Isocops] IBEX Schedule changes for Orbits 583 & 586

   I have a couple schedule changes for orbits 583 and 586

Orbit 583 I just need to change the configuration from IBEX-2 to IBEX-3

Orbit 586 I need to change the contact time from 01:00  to 03:30 same Station and DOY
