All,
    The inertial maneuver was successful. During the first perigee contact I was able to dump the SSR, uplink the Orbit 591 ATS and reset the master timer reset counter.
  The USAK01 contact failed to lock up on the downlink signal at AOS. The site engineer was contacted, but we were never able to lock up on the downlink. After trying for 25 minutes we decided to wrap up the support and they will notify site personnel to check the station status. We also talked about scheduling some time for testing in the near future.
