[Isocops] IBEX Orbit #531 ATS Approval (15 June 21 - 25 June 21)

I approve IBEX_2021_166_o0531a_v001.scr

I note that we've transitioned back to one ATS file rather than 
splitting the Bus and Payload commands. And we're no longer timetagging 
the @EMR_StrobeMReset command so we will need to resume sending it in 
real time.
