[Isocops] IBEX Orbit Apogee Sun man ATS

I approve IBEX_2020_269_o0502a_Apo_Sun_Man_v001.scr for uplink next perigee after the orbit 502 apogee maneuver commands have been deleted.

The command execution time for this Sun pointing maneuver is the same as the execution time of the inertial maneuver it replaces. I’m not quite sure why the constraint violation report shows those two soft violations but I confirm that the payload mode will be HVSTANDBY and SC state will be housekeeping for the maneuver.

In case one or two of those cc'ed on this email are not aware, the reason we are replacing the inertial maneuver with a Sun-pointing maneuver is because this is the first maneuver after a star tracker outage since the anomaly on September 1. The anomaly was due to the star tracker percent valid being zero even though the star tracker outage was finished, resulting in an aborted maneuver and a transition to Contingency State. So, this time around, we want to see if the star tracker functions correctly after an outage without risking another Contingency State transition.
