[Isocops] IBEX Orbit 506 contingency ATS files

I approve the orbit 506 star tracker monitoring contact ATS (IBEX_2020_305_o0506a_ST_contact_v001.scr).

I also approve the orbit 506 apogee Sun maneuver ATS (IBEX_2020_305_o0506a_Apo_Sun_Man_v001.scr) that could be used to replace the inertial attitude maneuver already onboard, if necessary.
