[Isocops] IBEX Orbit #505 ATS Approval ( 23 Oct 20 - 1 Nov 20)

I approve IBEX_2020_296_o0505a_BUS_v001.scr for uplink after IBEX_2020_287_o0504a_HGC_v001.ccvr & IBEX_2020_287_o0504a_Bat_Bal_v001.scr and when 31 command slots are available.

I approve IBEX_2020_296_o0505a_INST_v001.scr for uplink after the above loads when there are 46 command slots available.

Note that there’s a 6+ day star tracker outage in orbit 505 (hence the two Sun maneuvers) so we should pay close attention to the star tracker current and temperature.
