[Isocops] IBEX Orbit 506 contingency contacts

Tim,

Both contacts requested are in conflict with scheduled supports on both USHI01 and USHI02.

The first contact if shorted to end at 20:45 would work on USHI02.
The second contact will not be able to be scheduled on either station.
