[Isocops] IBEX Orbit #508 ATS Approval (19 - 28 Nov 20)

I approve IBEX_2020_323_o0508a_BUS_v001.scr and IBEX_2020_323_o0508a_INST_v001.scr for uplink during the upcoming apogee contact.
