[Isocops] IBEX Orbit #497 ATS Approval ( 9 - 19 Aug 2020 )

I approve IBEX_2020_222_o0497a_BUS_v002.scr, IBEX_2020_222_o0497a_INST_v001.scr.
The orbit 497 BUS ATS can be unlinked this perigee. If the orbit 498 BUS ATS is also ready and approved, we can uplink that as well this perigee. But if the orbit 498 BUS ATS is not ready, we can uplink the orbit 497 INST ATS instead.
