[Isocops] IBEX Goat Herder for 1 Oct 2019

All,
   The contact was nominal for CMD and TLM. The Sun maneuver was successful. We did have another Star tracker reset in back orbit. Used CAR 344 to clear the errors. I was able to set the downlink to 40k and dump the Flight computer back orbit data. Unfortunately the data didn't go back far enough to catch the reset. I will have to wait for the SSR dump to get the actual time. The star track di recover and is operating nominally.
