[Isocops] IBEX Orbit #461 ATS Approval ( 17 - 26 Sept 2019 ) Version 2

   Attached are the planning files for Orbit #461
Please respond to this thread with comments and approvals.
Approvals are required by COB on 12 Sept 2019.

Please note the following:
1.       No Battery Balancing this orbit

2.       We have 2 IBX-CLC-006 soft Constraint Error's with this ATS. These errors are acceptable. On 09/16 we have 2 60 minute contacts planned that are separated by 2 hours.  The limit for MPS is 90 minutes for a 5 hour period. The 2 hour period between contacts will allow the transmitter to cool down.

3.       The time of the apogee maneuver time has changed from 2019-09-21 04:46:14 to  2019-09-21 14:46:14. So, the apogee contact had to be rescheduled from 09/21/19 09:00:00 to 09/22/19 03:00:00.
