Reset Master Timer

Set Static Z rate from 4.182 -> 4.170

Reset FDC Totals

SSR Dump -> Dump New

Set Spacecraft Clock

CAR #1067 ATS upload - IBEX_2019_296_o0465a_v001 93 cmds

CAR #1069 ATS upload - IBEX_2019_305_o0466a_v001 88 cmds
