[Isocops] IBEX Orbit #464 ATS Approval ( 14 - 23 Oct 2019 ) Pt2

I approve IBEX_2019_287_o0464a_v002.scr for use if we decide to replace the orbit 464 inertial maneuvers with Sun pointing maneuvers. With version 2 commands now in the merged ATS, some arc a commands are missing now. The merged ATS will need to be updated whether we end up using version 1 or version 2 ATS.
