[Isocops] Orbit #441 0400 Contact ATS Approval - v001 approval

I have looked at the orbit 441 contact ATS,


IBEX_2019_078_o0441a_0400_contact_v001.scr,


and I approve.


The command sequence is correct and the timing and bit rate match those in the scheduling request.
