[Isocops] IBEX Orbit #453 ATS Approval ( 7 - 16 July 2019 )

We have 2 one hour contacts where there’s 56 minutes between TX off and TX on. Because the APL-18 contact was in a separate ATS, does that mean it would not have been included in the orbit 453 constraint checking? The bottom line is: would the inclusion of the APL-18 contact in the orbit 453 ATS have resulted in a constraint violation and, if so, are we ok to waive it?
