[Isocops] IBEX Orbit# 441 APL-18 SSR_Dump Contact Request

Hi Tim,

This contact looks good for FDG. However, I thought that we were no longer
receiving tracking data from APL. If that is the case, then we'll need a
different descending contact for tracking. Let me know either way so that I
can update my internal calendar accordingly.
