[Isocops] IBEX Orbit# 422 & 423 Contact request

Hi Tim,

The apogee and descending contacts, on USHI02, look good for FDG. For both
ascending contacts, on USAK01. The line of sight to the ground station is
close to the aft antenna null region. They are both technically within the
view periods for the contacts, but if they could be shifted, we could
better align the antenna field of view with the ground station.

For the contact on 10/08/2018, the VP is 8 Oct 2018 03:13:35.255 to 8 Oct
2018 08:57:15.843. Shifting the contact start time to 05:45 or later within
the view period would be better.
For the contact on 10/17/2018, the VP is 17 Oct 2018 01:38:31.384 to 17 Oct
2018 07:57:51.703. Shifting the contact start time to 05:00 or later would
be better.
