[Isocops] IBEX Schedule Request Orbit 428

Hi Tim,

These contacts for orbits 428 and 429 look good for FDG. The apogee contact
for orbit 429 is pretty low. Ideally, it should be above 35 Re. This should
be fine for one orbit though.
